Need to provide software dependencies for CI on GitHub runners.

Need to know which packages and versions are required for initial testing (ACCESS-OM2 components).

  • Make list of packages required for CI builds.
  • Test build
  • Test environment creation
  • Test docker container creation

I think the first thing to try is building OASIS3-mct, with the goal of setting up compilation CI with GitHub workflows. This will be a guinea-pig to develop reusable workflows (#5).
