Describe the bug
When attempting payment, even with all agreements accepted, there is an error response

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'checkout/index/index/step/payment/' with a cart and shipping method selected
  2. Click on 'Credit/Debit Card'
  3. Credit Card details
  4. Click on all Tc&Cs checkboxes
  5. Click 'Place Order'
  6. See error

Expected behavior
The payment should be processed and go through to a confirmation page

Magento version
2.11.8.3

Plugin version
1.2.1

  • Browser: chrome
  • Version: latest

Additional context

  • Routed issue back to here: Magento\CheckoutAgreements\Model\Checkout\Plugin\Validation::validateAgreements()
  • Disabling this (and the guest) validation plugins allows payment to process
