Add Minimum character lvl & skip talent checking

Current Behavior

Adding minimum character level option will significantly shorten scans.

there also should be a case during scanning that does: " if character ascension is less than 2 then assume all talents are at lvl 1 and skip checking them".
Since the scanner doesn't consider the constellation level when reading characters talents lvl.
