Improve Created/Updated time display in search results to account for time zones

Quick summary

I reported an issue ~20m ago in wp-calypso, and it's showing up in Bugomattic's search results as "Created" and "Updated" in about 7 hours.

I'm in UTC-7, so I'm guessing that's why.

Not a huge deal, it just looked a little buggy at first.

Suggested solution

Adapting to a browser's local time would be cool, but if that's a lot of work, it might not be worth it. Another option I can imagine is showing "Created Today"/"Updated Today" for any times within a 24 hour window.

Steps to reproduce

1. Report a bug
2. Search for that report in Bugomattic's dupe search
3. Check the "Created/Updated" times
