Import Courses For Fall 2021

Fall 2021 does not populate courses into the courses selectpicker in the Import Courses interface. This is either a data problem related to how Fall 2021 is split up into mini semesters or an actual bug, so we need to investigate this.

This issue turned out to be caused by the CSC courses for Fall 2021 not being put into the database. We will now add a message to the interface that shows that there’s no courses rather than just a blank dropdown.
