tracking issue: Lower guppy-generated Circuits into pytket

Given a tket2.Circuit generated from a guppy definition (see #303), rewrite into something that can be translated into a tket_json_rs::SerialCircuit.

The following tasks are the bare minimum to support a restricted subset of guppy programs:

• Add a pass to remove tuples from circuits #380
  • This may be a Hugr-side pass
• feat: guppy → pytket conversion #407
• Convert hugr's BOOLs into tket1-compatible LINEAR_BITs #379
  • Translate the measurements and classically controlled operations.
• CircuitRewrite does only support Dfg-rooted circuits #389
• Add non-destructive measurement to Tk2Op #418

Extended tket1 support:

• Translate classically controlled operations into tket2 (and back)
• Translate TKET1 boxes #44
• Translate tk1 logical expressions
• Define missing pure operations from pytket as Tk2Ops #428
• Support n-qubit controlled operations

Extended hugr support:

• Convert Conditional/TailLoop-shaped CFGs into dataflow hugr#818
• Flatten TailLoops
• Flatten Conditionals
• Inline function calls
