Support mapping the public IP to the existing internal ip address of the system.

Currently the CLC-ansible-module for public ip will create a new internal (private) ip for the server and map the new public ip to it. The clc platform supports mapping the public ip to the existing internal ip of the system if you provide that internal ip with the public ip request.
