Acceptance Criteria:

After initial load should be able to do everything except push to the DB
Clicking submit when you're offline should save it and let you know that you're offline and that it saved the data and to try again later
Set up a notification to remind them to submit when they're online

Considerations:

Apache Cordova fn that triggers when you're online
When using in a browser will require allowing the notifications
