It is not practical for nontechnical users to have to ask the Web dev for all the submissions. Especially as this can be valuable data to get early and often.

Acceptance Criteria:

  • Automatically add users to spread sheet in Cogito drive
  • Automatically Create new sheet with data for each year
    • This is to make the system require less maintenence.
