Is the VCPD Cheetah Corona thing a bug or intentional?

I've noticed that the VCPD Cheetah's corona lighting works in the following cases:

1. While driving and looking towards Tommy (using Q+E).
2. When the car is stopped and you look at Tommy (using Q+E).
3. When driving and looking the car from the sides (Q or E)

However, when the car is stopped and you look at it from the side while pressing Q or E, the lighting doesn't activate. It will flash again when you press W and the car starts moving. Additionally, the lighting does not flash during normal driving. It can only be seen from the sides (using Q or E) while driving, and when looking at Tommy while driving (using Q + E).

There is also an issue where, when you enter the VCPD Cheetah, it is referred to as "Cheetah." It should be "VCPD Cheetah."
