util_test should read a config file (via util_config) to autogenerate test scripts.

There is a hardcoded IBEIS config for autogenerated tests in util_tests right now. I wrote its results to _run_tests2.py in the ibeis repo. This config should come out of utool and be read in by util_config.

Again, baseline functionality is there it just needs to be finished.
