Reviewer comments to author

Reviewers have requested that there should be a mandatory comment field for a review to the author, to explain the rating also for the author (not just for the committee). Traditionally (e.g. in easychair), these comments are sent to the author when the reviews are over, along with information on accepted/rejected status.

@loewis You mean basically as an additional field to the review itself for the author to fill out?
