Notarization failed due to binary not being signed. #574

Previously we had no problem with signing and notarizing our software, but we are unable to notarize recent builds.

When I check the output from notarytool log I can see that the following files:

jSerialComm-2.11.0.jar/OSX/x86/libjSerialComm.jnilib
jSerialComm-2.11.0.jar/OSX/aarch64/libjSerialComm.jnilib
jSerialComm-2.11.0.jar/OSX/x86_64/libjSerialComm.jnilib

each cause a "binary is not signed" error.

We have not seen this behavior previously. We are using the most recent version 2.11
