Update the Template Page to match the Figma.

You should also implement some new functionality:
At the top of the page there is a new "Enable Primary Single Select Filter". This will be a special type of filter that sits at the very top of the filters and allows you to color code each option. It should always be a single-select filter. Look at the Figma for more details on the design.
