Support strict/lax Loculus date ranges? #615

Loculus added date ranges and a filter that has a strict and a lax mode:

In the strict mode, the date range of the sample must be a subset of the filtered date range
In the lax mode, the date range of the sample must have some overlap with the filtered date range.

Think about whether we also want to support that in our filters.
