We discussed a lot of different ideas for adding location filtering to search in this workshop.
One promising idea is to add a basic "domestic" vs. "international" filter based on the grantor agency. We could infer this manually by saying e.g. "USAID is probably international". Is there some way to automate this?

Do we want to do this in the quickest/dirtiest way possible (filter on top of the agency filter), or use it to test out a bigger systems change (e.g. tags)?
Do we just turn this kind of feature on for a % of users? Or do we allow users to opt in?
