Setting APP_ENV Variable?

Would it make sense to create an APP_ENV variable that has settings like prod, test, dev that can be used to put safeguards onto to some of the Make commands?

I like that idea, especially if we document what we expect to be in place for each environment. (Certs in place, conventional ports exposed etc) ~ Alan
