Algorithm sometimes calling for heat when not needed?

To try to simplify what is going on, I have removed all but the room temperature sensor from an example BT config, and switched to target temperature mode on a sonoff valve, with the temp algo set to Normal.

I am attaching a graph showing that sometimes the target temperature is pushed above the actual of the valve and it opens and demands heat.

This seems odd ...was it a bug on 1.4.0 ? Wondering if I should move up to latest beta

Colours are: orange = BT target, Cyan = Room actual , blue = TRV temp, purple = TRV target temp

Could there be an offset somewhere I am missing its as if it is heating when the actual gets within 0.5 above target ? Although BT itself doesn't demand heat ? (not shown, but BT is Idle in this time window vs. the valve is Heating 3 times)
