Support for token access without the need of a user management

Is it possible to grant access to the API via access tokens manually created without the need for a user management in Kustvakt?
The use case is a KorAP instance without a user management but the need to restrict access to the API. One possible way to do that would be to manually create access tokens with a defined TTL, that can be given out to interested parties, not associated to any users.
