Change "BLOCK_ON_DISCONNECT = False" default to "True"

Hey,

I yesterday had an incident with my JKBMS Battery. It was disconnected from the VenusOS due to the infamous Bluetooth Loophole of the JKBMS and I did not realize it quickly enough.

The system started to pull everything possible out of the battery, resulting in a 250A draw from one battery and causing the circuit breaker to trip. The circuit breaker is now permanently broken and must be replaced, as well as the BMS was damaged.

While the battery voltage was on 3.45V (SOC100%) the block did not happen, most likely because VenusOS had a wrong cell voltage in the system from the disconnect.

So my proposal is to set ; BLOCK_ON_DISCONNECT = True instead of "False" to honour the principle of "Safe defaults".

The current default could lead to potentially dangerous situations if there are not additional security measures in place.
