Create an error if specific reports are missing, depending on runMode #4

When doing an MCMC, it should be a fatal error is there is not an MCMC objectives or samples report defined.

When doing a simulation, it should be a fatal error if an observation report is missing

When doing any other run, it should be a fatal error if no reports are defined
