Sienna\Ops tutorial: Start to finish production cost modeling

Repurpose SIIP examples for a cross package PCM tutorial in the Tutorials section of SiennaDocs, including:
- load packages
- assemble data with Sienna\data (PSY and PSCB)
- define problem and simulation with Sienna\Ops (PSI)
- analyze result (PA and PowerGraphics)

Add a link (e.g., "See an example") from the Production Cost Modeling rectangle on the Sienna homepage
