They are interlaced now. All ability cast desires check whether our desire to use the ability is greater than or equal to the current mode action we are doing (after all, you can only do one Action_*() at a time ever) before decided to use it or not.

Much better results now. Just be aware of this change as all future mode values should be MODERATE or lower (with exceptions... like evade mode needs to be VERYHIGH b/c we can't cast anything if we are disabled by something). For ability use, try MODERATE & HIGH desire.. unless you really don't care that much to cast that ability under whatever condition you coded.
