In notice types 25, 26, 27 and 28 (ex-ante direct award) one MUST (by directive) always state the reason for selecting the direct award procedure.
However in notices 25, 26, 27 and 28 it is currently possible to select any procedure type in field BT-105 thus bypassing field BT-136. Field BT-136 only becomes mandatory when "Negotiated without prior call for competition" in BT-105 is selected.
How this should work:
In notice types 25, 26, 27 and 28 the only logically possible procedure type is "Negotiated without prior call for competition". Eliminate all other procedure types from these notice types (i.e. in these notice types BT-105 can be omitted and set always to "Negotiated without prior call for competition"). Only this way we can get the reason field (BT-136) filled out.
