The screenshot below shows the key information about the fields BT-768-Contract and OPT-100-Contract, and some tentative CM for them:

It is unclear what is the correct interpretation of these fields, and what they correspond to in terms of ePO classes.

Here are some example questions:

  • If the value of the BT-768-Contract ("Contract Framework Agreement") field is true, does it mean that the contract in question is a FrameworkAgreement, OR is it a PurchaseContract that follows the rules of a FrameworkAgreement?
  • What does it mean if the value of the BT-768-Contract is set to false?
  • If the OPT-100-Contract ("Framework Notice Identifier") is referring to a notice,
    • what is the relationship between that notice and this notice?
    • what is the relationship between that notice and this contract?
    • which notice declares a FrameworkAgreement (that one or this one)?
    • can there be multiple contracts announced in a notice? If yes, can there be a mixture of framework agreement and "standard" contracts?

  • BT-768 - Refers to the PurchaseContract see the definitions in the Regulation: Implementing regulation - 2022/2303 - EN - EUR-Lex (europa.eu)

  • If the value is False then it is not a PurchaseContract

  • OPT-100-Contrct refers to the Result notice of the Framework Agreement under which the PurchaseContract is awarded and is only used if the answer to BT-768 is yes?
