Docs file could not open file to read online without download (on mobile) #457

I try reading a pdf file on mobile (both app and browser), and could not read online without downloading. I feel:

Too many steps to open a pdf/docs file: download -> open by other mobile reading app
I could misunderstand that is an error screen (Must click at "open" button to download at first step)
Because I do not read online, it could download many files in every time I read book on mobile

Could you build it to able to read book/document online on mobile?
