URI.escape is obsolete message when creating a book. #123

When creating a book in the UI, the following warnings are put to the log:

/opendsa-lti/app/controllers/configurations/book_controller.rb:52: warning: URI.escape is obsolete
/opendsa-lti/app/controllers/configurations/book_controller.rb:96: warning: URI.escape is obsolete
/opendsa-lti/app/controllers/configurations/book_controller.rb:127: warning: URI.escape is obsolete

We should resolve these. Right now, open the book in https://opendsa-lti.localhost.devcom.vt.edu/configurations/book in drives about 4000 of these messages.
