standardize documentation for taxonomy deployment

We have documentation about building & deploying the taxonomy all over the place (and the procedures described in the docs are not homogenized). Combine these docs and procedures into one place with a consistent workflow for deployment:

• germinator repo: deployment instructions
• taxomachine repo:
  • Makefile
  • bash script for deployment
  • README instructions

there are definitely parts of deploying a new taxonomy + tree that are not automated, yet. We've only bumped the taxonomy once since trying out the ansible deployment.
Namely:

• getting a version of taxomachine running the new taxonomy is still done via germinator deploy scripts
• removing the old taxonomy from ~/ws/otc_ws_data/ott-used-in-synth/ is not done by any ansible playbook, AFAIK
