Number of tickets open is not grammatically correct when number of tickets is 0 #434

Hi!

I recently set up a new instance and I couldn't help but notice that, in the open/closed issues tab under portal, when there are no tickets, the statement detailing this is not written correctly. Presumably, when there are two or more tickets open, the top bar stating the figure becomes plural, saying "tickets" instead of ticket. You would expect such a feature to apply to the numbers less than one too, but alas...

Very, very, very low priority, of course, but just thought i'd point it out since I couldn't find anything labeling this issue anywhere on here.

For reference, this issue is present in version 0.5.5.
