Can the Questionnaire activity's default setting be set to "NO" as to whether classmates can view other students' responses?

Our faculty often use this tool to collect personal data from students and feedback on group work etc... They often forget that the default is to let students view their classmates' answers and it seems there is not a way to change this "Response options" default in the admin GUI.

But the risk of sharing responses that students believe are just between themselves and the teacher is far greater/worse than the risk of them not being able to view other people's responses.

FYI @maidenev3 we have had a recent privacy issue that may have been prevented if that default setting was in place. I should be able to get this developed through our Moodle partner (Catalyst IT). FYI @mchurchward
