Sometimes directives are required only when downloading. Option is present for file upload, but missing for download:

smartling-cli [options] [-v]... files (pull|get) [--locale=]... [--directory=] [--source] [--format=]
[--progress=] [--retrieve=] []
smartling-cli [options] [-v]... files push --help
smartling-cli [options] [-v]... files push [(--authorize|--locale=...)] [--branch=] [--type=]
[--directory=] [--directive=]... [] []
