Only saves one Safari window

I have many Safari windows opened, however, it only saves one specific window. If the specified window is not present, nothing is saved.

Sorry , I don't understand the bug to save all the tabs in a window click Save all Tabs.
Or the error it's that if you don't click the opened tab nothing is save when you click Save this tab ?

Forgive me if my explanation wasn't clear. In my example below i have 2 windows opened, Window A & Window B

For some reasons if I Save All Tabs on Window A, it will save Window B's tabs instead.
And if I close Window B & Save All Tabs on Window A, no tabs are saved.

Note on the video above, I'm saving 15 tabs from Window A but instead, 4 tabs from Window B is saved.
