Assertion errors from GalvanStateInterlock are ignored #191

Any assertion error thrown during state changes on GalvanStateInterlock are ignored as there is no listener registered to catch such errors. This causes hanging of test/build when invalid state changes occurs(ex: more than one server becoming active).
