No WHL on pypi for Python 3.12

Summary
There is no WHL file for python 3.12 on pypi.

https://pypi.org/project/wntr/#files

As a result, pip will download the .tar.gz

If the system does not have a c compiler the install will fail.

I did not intend to close this. It is still not clear if the fix works.

Would it be possible to release a new version in order for wntr to be available from pip on python 3.12 ?

Thanks @angusmcb, we're aiming to get the next release out by the end of the month.
