It would be difficult for people who do not know English to determine which to choose, Try or Install, without knowing the English, so it would make more sense to make the language selection on the first page.

There is no use for the order of language page as it seemingly doesn't change locale to selected locale language anyway.

Looks like the selected language is only applied after installation
