Remove "All" option in state dropdown

Each state can have caveats associated with their FC data so it's better if the editor is forced to think about which state's data they're using. With the addition of @herbiemarkwort's layer info feature, editors will have some insight into what those caveats could be, too. I plan to remove the "All" option after we push the new info feature.
