On my PC, the whole WME UI gets sluggish when I have all states turned on, even if "Only show applicable layers" is checked (that layer checkboxes are only hidden, not removed). I'm guessing it's because Chrome is having a hard time handling thousands of checkboxes. One workaround would be to remove the checkboxes when not being displayed.
