Question about how handle episode-of-care measures and patient-based measures #131

We had some issues that were reported by our customers, these issues mentioned that some measures calculations results included some patients that had not an encounter for the provider that executed the calculation, these issues were reported for episode-of-care measures that according to CMS, these measures only must be included if the encounters is for the provider that executes the calculation. In contrast, the patient measures must include all the encounters regardless the providers.

In our solution, we always consider all the encounters in the calculation regardless the provider, our process sends the CAT1 data to popHealth. If the data already exists for a patient in popHealth, new data are added to the existing patient record. In the encounter entry of the CAT1 template and popHealth there is not any attribute that specifies the encounter belongs to a provider.

We need to know how we can handle the execution of episode-of-case measures and patient-based measures. Does anyone that use popHealth have experience on how they execute the calculations for these measures? How do you filter the encounters for episode-of-case measures in popHealth?
