Curate ERA5-Land

We have numerous funded and un-funded projects that could utilize the ERA5-Land dataset. So here's our TODO list:

• Provision netcdf storage location
• Create yearly files with the hourly data for CONUS domain roughly matching IEMRE
• Create daily cron job to sync content
• Consider a "daily" file with summary variables?

Speaking of variables, which ones to save

• Total Precip
• Total Evaporation
• 4 layers of soil moisture
• 4 layers of soil temperature
• shortwave down
• 10m u and v
• 2m temp and dewpoint
