If what it is meant to interpret is the difference in velocity, $\Delta V$ is very confusing to see, especially when velocity has always been indicating with a lower case v. Also, in the uploaded lecture notes, there isnt any capital V its always $\Delta$$v$ so i think there has been a misunderstanding when transferring the information.
