Add deal making endpoint to chunk the uploaded file, car and create the deal per car

Support file chunking when making a deal, this should return multiple deals made (one for each split).

Describe alternatives you've considered
Delta has a Car generation tool. We should modularize that and use it as a library for chunking/uploading data to the network.
