Investigate replacing the case translation layer

Currently we convert from SCREAMING_SNAKE_CASE to kebab-case.
This is because we defined our user-facing api with the former, but jco only allows the latter.
We considered changing to kebab-case in #1835, but decided against making this change.

I am opening this issue to track future enhancements to jco that would allow us to remove the translation layer, such as those discussed in bytecodealliance/jco#509
