Collapsing Data Categories in Data Layers List does not get Saved #492

Leaving the data layers list and coming back resets the collapsed categories. It works the opposit way for Client Demo, so it must just always go to the default view

@ndellicarpini This is low priority, This will be handled when we switch to the new layer stores

this is because layer data is stored in component state
