Create the desired interfaces for the final .NET library.

Acceptance criteria:

  • All types and operations that will be part of the public API are defined, to the point where documentation could theoretically be written immediately.

Blocked by #165 - it's risky to define this before the shim is fully designed, as we may decide on illogical types (for example) if the shim design is not finalized.
