Create a reference site for documentation

Requirements:

1. Website can either be a custom site or using a documentation tool
2. Needs to be hosted on a CfP domain
3. Pages for introduction, styling, components and patterns
4. Each sub-page will have descriptions, guidelines, tabs, code snippets
5. Content of the page needs to be easily edited by a content writer, either through markdown or a CMS
6. Tailwind to style components and patterns
