by default enable cli-wraps to replace a kernel when running on a container #4315

Currently we are required to explicitly enable all the cli wrapped binaries when we want to replace a kernel on a Containerfile.

We want the experience of installing kernel-rt and replacing the kernel packages to be strait forward for someone that knows how to install any other package.
