Cypress checks after end of development

• Following on from the comment in Broken link zusammengegencorona wann-muss-ich-in-quarantaene-und-wann-nicht #3475 (comment):

If the majority of the website including FAQs is frozen at end-of-development and links will not be maintained, then the Cypress tests could be restructured.

The tests could be modified to use Environment variables so that the same code could be used to test the full site and the ramped-down site. Before starting on making any modifications, it needs to be decided which pages are going to be maintained and which pages are going to be frozen, so they don't need on-going checking.

Environment variables are maybe not such a good idea since they are not cross-platform compatible.
