Finish proper handling when commodities are removed from commodity pane #116

When commodities are removed from the Commodity Pane the following need to happen:

remove from simulation commodity list
remove from all facilities that currently use that commodity
redraw fuel cycle design
remove from combo boxes of open

gonuke added the wishlist-tutorial label
