adjust resolution and fps depending on target filesize

currently all we do is set the bitrate, however we of course get very crummy video out because if we do not change the resolution or filesize, the video will look pretty ugly.

for my normal use-case this isn't usually too much of an issue, but when i'm trying to get a longer video compressed down to like 75mb, it definitely becomes one.
