Work Item: DIDComm for Bluetooth Low Energy (BLE) #1

This issue is to propose and formalize a work item under the DIDComm WG related to DIDComm Messaging over BLE. The process is described in the Work Item Life Cycle document - https://github.com/decentralized-identity/org/blob/master/work-item-lifecycle.md
The main deliverable of this work item will be a specification that describes discovery and transport over Bluetooth.

The working document that we currently use as guidance and discussion agenda is here - https://hackmd.io/@animo/didcomm-bluetooth-transport
Per Juan's suggestion, I'm opening this issue here and would like to add agenda item for the next WG call to briefly introduce this to the group (5min).
Anyone interested in following this work can join the slack channel #wg-didcomm-bluetooth.

@nembal @bumblefudge Is there anything we need to do to finalize / formalize the work-item creation, or can we just go ahead and continue the work?

@tmarkovski @TimoGlastra if the work item proposal have not received feedback against establishing it, (after 7 days) it should be a work item of the WG.
Do you want a new Repo for it, or will you work under the /didcomm (here)?

I think a new repo to host the working draft of the spec, as well as some reference code implementation would be better.
